Just a few items for
you this month…
KID’S HALLOWEEN PARTY
Many thanks to our committee of Barbara Bougie, Suzanne Caldwell,
Jennifer Avila, and Amanda Miller for throwing a great Halloween
party for our kids. Weather was fantastic and the kids were cute
as can be. Check out the fun!

STONEYBROOKE HOLIDAY PARTY
The annual Stoneybrooke Holiday Party has been changed from Sunday,
December 18 to Sunday, December 11. Times (2:00 - 4:00pm)
and place (Stone Mansion) remain the same. I hear the planners
are discussing a holiday party for everyone, not just the kids,
so we'll let you know when they make a decision. Better get
that lap ready, Santa!
SPEAKING OF PARTIES AT THE MANSION…
As many of you know, there was quite a loud party at the Mansion
on Saturday, October 15. The music was so loud; Judy & I could
hear it in our house, with all doors and windows closed. The
police were called, and at least 3 of us (myself and two other Stoneybrookers),
either called or visited the Mansion in an effort to get the music
turned down. In a second call to the on-site event manager,
that it was turned down, but we could hear it until the band
stopped playing at 11:00 pm. As a result, I talked
to Karen Lindquist, who is the head of the Fairfax County Park Authority
Historic Property Rental department.
This is what she said:
Karen was very apologetic and said we can be assured
the Saturday night party will not be repeated. She admitted
their decibel meter is broken and they need to get it repaired,
said she did not know there was going to be a live band, and said
they will be reviewing all of the booked functions to ensure they
know going in exactly what will be going on at the function.
Karen said that she was quite ill Saturday night (I was told the
same thing by the on-site event manager). She said that had
she been well, she would've asked to speak with the band leader
and may well have shut them down. All in all, she
was very cooperative. I also relayed to Karen that neither
her on-site event manager, the renter of the property, nor the band
leader were very cooperative. She, of course defended
her employee, calling him, "the best I have."
Regarding the police, I do not think they were all that helpful.
The officer visited me at my house after stopping by the Mansion
and told me, "I don't think it was all that loud up there."
I know many of you will disagree with that assessment.
I know we haven't had a problem up there in quite some time, so
I'm hopeful this was an anomaly that will not repeat.

PUBLIC HEARING: Lee District Park Master Plan Revision
The Fairfax County Park Authority is holding a
Public Hearing on Tuesday, November 15, 2005 at 7pm at Mark Twain
Middle School at 4700 Franconia Road in Alexandria. This hearing
is to present a proposal for the Master Plan Revision for Lee District
park that includes adding a Family Recreation Area, lighting three
fields, and redesigning the field space at the park. In addition
the proposal includes plans for additional parking and alternative
uses for an underused court. The park, approximately 138 acres in
size, is located at 6601 Telegraph Road.
The proposed plan is available to the public for
review at the Fairfax County Park Authority at the Herrity Building,
12055 Government Center Parkway, Suite 421, Fairfax or on the Park
Authority website at: www.fairfaxcounty.gov/parks.
Persons, groups, or organizations receiving this
flyer are urged to attend or have a representative at the public
hearing to present their views. If you would like to speak at the
public hearing or would like more information, please call Judy
Pedersen, public information officer for the Park Authority at (703)

Comments on the plan will be received by the Park

Fairfax County Transportation
Plan Update
The Fairfax County Department of Transportation
will hold seven public meetings in early November about the Transportation
Plan Update. The purpose of these sessions is to discuss the proposed
revisions to the transportation objectives, policies and appendices,
as well as the most recent travel forecasting results.

Message from Supervisor Kauffman
Earlier this fall, I was asked to speak on transportation
to the Committee of 100. I would like to share the gist of my remarks
with you.
One of my favorite phrases—stolen so long
ago can’t remember where I got it—goes something like
this:
“The reason folks get lost in deep
thought is because they so seldom go there.”
So, at the risk of “getting lost” I
won’t focus on specific transportation projects but instead
on the broader questions we face over the next five years.
Our County is in transition and our planning and
transportation investment decisions must begin by acknowledging
where we are heading—one transportation project and one land
use case at a time.
Today, we are visibly and demographically transitioning
from suburban to something else. While “urban” may be
a bad word, it is a fact of life in our neighborhoods and in the
challenges we face.
We’ve got to challenge the conventional wisdom
that road congestion and rail crowding will be “solved”
with the magic bullet of the next big rail or road project. Most
often, local improvements only provide a few years of relief. At
what point do we admit “this is as good as it gets”
and recognize that we need to change how we work, shop, etc?
We are beginning to address this “demand”
side of the transportation equation through land use cases that
incorporate transportation demand management (TDM). We recognize
that people really can walk or bicycle and that buses aren’t
just for people too poor to buy cars.
We’ve got to acknowledge what levels of congestion
we can change and what level we must live with if we are not willing
to pry our fingers from our steering wheels.
This is not admitting defeat, it’s recognizing
that we can’t pave or rail our way to traffic nirvana. We
have to get serious about managing traffic congestion and expectations.
Rather than spin our wheels debating “either/or” choices
like Rail to Dulles, the truth is our long-term transportation needs
demand that we cobble together the funds for all the options - rail,
bus rapid transit and a hot lane network - along with a healthy
dose of teleworking.
Land use and transportation must go hand-in-hand.
Washington Post editorial writer Robert Samuelson recently
noted that “By and large, the new American home is the residential
SUV….” According to a recent survey, a third of new
home buyers (under the age of 35) rated having a “home theater”
as important or very important. Well, for the sake of keeping traffic
manageable, I hope that’s true and I hope these young homebuyers
do stay home whenever possible.
However, for those of us who can’t cocoon
in our castle, we need a serious focus not only on the type of development
but on practical limits to development.
Local governments in Northern Virginia need the
ability to impose an adequate public facilities ordinance. We may
be able to flush in confidence, but we can’t pull onto an
on-ramp with equal confidence. Time-phased development, linked to
transportation improvements, must be part of any large-scale development.
Transit-oriented development must be transit-oriented
– not just transit adjacent – and linked to transferable
development rights that allow local governments and developers to
work together to shift development intensities to areas (such as
transit centers) that can handle increased densities. The current
system where every part of Fairfax is subject to redevelopment doesn’t
work.
Finally, let’s look at our Metro system and
how we fund it. Since I was a senior in college, we’ve been
talking about finding a “stable and reliable” funding
source for Metro. Well, a little more than a year short of getting
my AARP card, I’m trying to force the issue as Chairman of
the Metro Board.
Even if you have one of those fancy home theaters,
eventually you have to get in your car and return the DVD to Blockbuster.
